I am looking for a property that is much lower than the market rate so-called investor rate. Every property listed on property websites in Pakistan are same as the market rate and dealers are selling all properties at a high rate. when I asked them to sell my same property they gave a very low rate for it and when I asked them that I wanted to buy it. they have a very high rate. ? Why is this fraud in the property market in Pakistan?

It is very difficult to get some properties that are lower than the "market rate" or at the investor rate due to two reasons:

There is a complete network of dealers and onboard investors who work behind the scenes. The Dealers have their investor attached to them and whenever there is some seller who comes into the market, who is desperate and want to sell his property quickly, the dealers gives them a lower rate offer at 1 - 2 days cash transfer at 20% lower price.  

Firstly, if the dealer has a strong background or financial reserves, he buys the property himself and gets transferred to his name at around 15%- 20% less than the market rate, and then sells in the market at the market rate.

Secondly, when the seller accepts the lower bid offer from the dealer, that dealer uses their investor money, picks that plot, and then sells later on. The Investor is mainly passive/inactive, where all the work is performed by dealers of buying and re-selling by just using investor money and sharing profit among them.

So, Through these two ways of dealers, buying from the desperate seller at a 20% lower price from the market rate or buying for their investor, these properties which are being sold in the market at lower than market price cannot reach directly to the end buyer available in market  End Buyer always get the property/plot through the Dealers at the market rate.

Sometimes dealers give a property tag with "Selling at investor rate". That is not actually the investor rate. its market rate, you are just fed with the phrase to buy it quickly by presuming that it's investor rate property.

The Whole property market is driven by dealer networks in Pakistan. when you go to sell your property they will offer you 20% less price than the market rate. and when you want to buy the same property, dealers will offer you a market rate.  Actually, they do not work on 1- 2 % commission, they ate 20% of your property value in reality.
