DHA Lahore is developed by a Pakistan Army-administered real-estate developer known as Defence  Housing Authority. The DHA is  Pakistan's largest residential project. It was established in 1970, and its primary mission was to accommodate retired military personnel. 

Nowadays, a major portion of property in its new projects is owned by civilians. Only a portion of the total area is allocated to martyrs, government employees, and army officers on easy instalment plans.
